Why it's built this way
For someone brand new, the goal is movement skill, not load — research on training near failure shows you can build strength and muscle while leaving several reps in reserve, so there's no reason to grind hard on a first session. Light, sub-maximal sets let a beginner practise the squat, hinge and press safely. Supervised resistance training is widely considered safe and beneficial for adolescents when technique leads and load is added gradually. Rest of ~90s between sets is a reasonable default for beginners.
